The need

Our customer, a French department, wished to communicate by postal mail with the beneficiaries of various services (domestic help, help for the elderly, teleassistance, etc.) while avoiding unnecessary mailings that posed an image problem or generated unnecessary costs: several mailings to the same people, incorrect addresses (NPAI), mailings to deceased people, etc.

Proposed solution

  • Reconciliation of beneficiaries' postal addresses with BAN - Base Adresse Nationale*.
  • Multi-criteria (surname, first name, address) and multi-strategy (phonetic, Levenshtein distance, N-gram, etc.)deduplication* to identify duplicates, family households (same surname and same address) and people receiving multiple benefits (benefits stored in different IS).
  • Identification of deceased persons in order to remove them from mailing lists: cross-referencing with the Fichier des personnes décédées on surname and first name (phonetic + N-gram) as well as date of birth.
